Either you or I is to come (nonstandard).
Either you or I am to come (standard).
NOTE: When you use “either…or”, “neither…not”, “not only… but also”, the closer noun or pronoun to the verb controls it. More examples:
Neither the boys nor the girls are here.
Not only the students but also their teacher is involved.
