That’s the shelf we store lost-and-found articles (standard). Note that it can also be used as a noun to mean a repository for items that have been lost by their owners:
There’s a lost and found in my school.

Workers should be paid ~as at when due~ (nonstandard).
Workers should be paid as and when due (standard). This expression actually means to pay as due and when due.
