We can ‘tell or speak the truth” but it is not so appropriate or natural to have “I say the truth”. However, we can have a sentence like: What you say is the truth.
2. The moment he stepped in, ALL HELL WAS LET LOOSE (not, hell was let loose)
3. The watch is 15 minutes slow (not, 15 minutes late).
4. Leaders are expected to set good examples (not, lay good examples).
