I guess they’re just using ~delay tactics~ to postpone the event (nonstandard).
I guess they’re just using delaying tactics to postpone the event (standard). Delaying tactics are things that someone does in order to deliberately delay the start or progress of something.

He has to do something about his habitual ~pub crawling~ (nonstandard).
He has to do something about his habitual pub crawl (standard). If people go on a pub crawl, they go from one pub to another having drinks in each one.

I can ~beat my chest~ that I submit reports promptly (nonstandard).
I can commend myself that I submit report promptly (standard). To beat your chest or to beat your breast is to show regret or anger very publicly about something that has gone wrong in a way that is usually not sincere:
You don’t have to beat your chest/breast about a mistake that is made already. ✔️
