To make matters worse for those waiting for buses, it started to rain again (standard).
If you say that something makes matters worse, you mean that it makes a difficult situation even more difficult.

You can get it done if you proceed as ~follow~ (nonstandard).
You can get it done if you proceed as follows (standard). You use “as follows” in writing or speech to introduce something such as a list, description, or explanation.
