It’s high time ~stop~ the segregation (nonstandard).
It’s high time we *stopped* the segregation (standard).
This also applies to “it’s time” and “its about time”.
It’s time we leave. ✖️
It’s time we left. ✔️
Note, however, that if any of these subjunctive expressions is followed by “to”, the verb will be in the present tense:
It’s time to left. ✖️
It’s time to live. ✔️
