if something is up to you, you are the person who makes a decision about it.
Do you want to stay or go? It’s up to you.
if something is down to someone, they are responsible for dealing with it or for making decisions about it.
It is down to the government to provide basic amenities.
A situation is up to you when you have to make a decision about it and down to you when you have to take responsibility for it.
